The Process of the Development of Zambian Standards

 

THE ROLE OF STANDARD DEVELOPMENT DEPARTMENT

 

  • Coordination of standardization and related activities at various levels(National, Regional and International)
  • Preparation of National standards
  • Promotion of the adoption and application of National standards and standardization activities
  • Provision of information on National, International and regional standards and Standards and related activities.
  • Dissemination of information on National, International and regional standards and Standards and related activities.
  • Promotion of National standardization activities as a way of increasing quality and competitiveness
  • Participation in those Regional and international Standardization activities which are most important for Zambia’s economy
  • Promotion of quality culture
  • Consultancy services and education
  • Publication of standards related materials
  • Collaborate with ZABS Technical departments i.e. Inspections, Testing. Metrology laboratories.

    There are different processes of preparing National Standards which include the following:-

    • Adoption of an International standards
    • Adaption/adoption of a foreign standard
    • Writing a purely national standard
    1. Adoption of an International standard
    • The need for a standard is identified
    • Applicability of an international standards is analysed
    • Public enquiry (standard is sent for public comments)
    • Resolution of comments
    • Approved and publication

    • Translation if need be

    ZABS formulates national standards, which serve as minimum requirements in the country. Different types of Standards are set namely: basic standards; product standards; method standards and codes of practice standards.

     

    A standard is a document that provides specifications or characteristics for activities e.g products.

     

    Standardization is an activity of establishing, with regard to actual or potential problems, provisions for common and repeated use, aimed at achievement of the optimum degree of order in a given context. It involves formulating, issuing and implementing standards.

     

    Application of a Zambian Standard
    • Can be used as a basis for law or regulation to protect the consumer and the environment from hazards related to products
    • Can be mandatory (by law or regulations) or voluntary (as one way of fulfilling requirements)
    • Can be used as a basis for conformity assessment (testing, inspection, certification)

     

    The Zambia Bureau of standards has so far developed about 1,800 Standards. Of these, 51 are compulsory falling under local and Import Quality Monitoring Schemes. The numbers of product brands certified are 71, while calibration certificates issued in 2013 is 1,452. ZABS has so far issued 175 permits-to-supply licenses under its new scheme for Domestic Quality Monitoring.

     

    The Development of Zambian Standards involves different stages which include:
    1. Proposal stage - Proposed Project application accepted or rejected
    2. Preparatory stage - Development of a working draft by the project secretary responsible
    3. Committee stage - Development and acceptance of a working draft
    4. Enquiry stage - Circulation of enquiry draft for public comments
    5. Approval stage - Approval by technical committee of the Standards Council
    6. Publication stage - Final editing and Publication
